Sir,

In continuation of my secret despatch of 21st December, 1927, regarding the petition presented on 25th August, 1927, to the Governor of Macao by Lei Hy San in connection with the inauguration of the official opium monopoly in Macao, I have the honour to inform you that contrary to the expectation expressed in paragraph 5 of that despatch an action for libel was brought in the Supreme Court of this Colony against Lei Hy San by Mr. Pedro Jose

Lobo, the Macao Goverment Official in charge of opium.

are enclosed.

Copies of the newspaper reports of the case

Judgment was given by the Chief Justice for the defendant, His Honour ruling that the publication was privileged and that there was no proof of express malice.
